Introduction

I have had an extensive career journey spanning over three decades, primarily as an Assistant System Officer (ASO) in various ministries under the Central Government. My work experience has been both enriching and fulfilling, encompassing different sections and roles within the Ministry of Mines and the Ministry of Consumer Affairs, Food and Public Distribution.

Ministry of Mines: PSUs and Establishment Administration

My journey began in January 1993 when I joined the Ministry of Mines as an ASO. Initially, I was assigned to the Public Sector Undertakings (PSU) Section, where my primary responsibility was to work with Bharat Gold Mines Limited (BGML), a loss-making PSU. Unfortunately, this PSU has since been closed, further emphasizing the importance of financial management and restructuring in public sector enterprises.

Subsequently, I was transferred to Hindustan Zinc Limited (HZL), a profit-making PSU, where I was tasked with simultaneous management duties. This transition provided me with a wonderful learning experience under the guidance of highly experienced officers. The differing nature of functioning between these two PSUs—BGML on the verge of closure and HZL focusing on expansion—was a valuable exposure in understanding the dynamics of both failing and thriving public sector enterprises.

I served in this section from January 1993 to September 1998. Thereafter, I was transferred to the Establishment Administration Section of the same ministry, a new role that offered a fresh perspective and another set of skills. Under the supervision of knowledgeable and prudent officers, I gained a comprehensive understanding of establishment matters and government rules, completing my tenure here until 2001 before my promotion to Section Officer.

Current Employment and Career Choices

At present, I am working in the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution. This is a Group B ministry, and I have been posted in a light section for the past four years. My workload has been manageable, and my colleagues and superiors have always been supportive and pleasant to work with. The work culture varies from department to department, but my experience has been predominantly positive.

As I have approached the work at a slower pace, I have never felt the pressure of heavy workloads as is common in some other sections. However, it is important to note that due to security reasons, the e-office system can only be accessed through government connections, making remote work unlikely. My work hours are fixed from 9 AM to 5:30 PM, unless there are official reasons for staying back.

Despite not planning to join the Central Superior Services (CSS) in the future, my experience has been quite rewarding. I do not regret joining the Central Government and appreciate the learning opportunities and career growth. However, for those considering joining CSS to prepare for other exams like UPSC, it is essential to recognize that a full-time job cannot allow for sufficient preparation to sit idle. You might be disappointed in this regard.

Conclusion

My long-term experience in the public sector has been a rewarding journey, offering valuable insights into the complexities of public administration. From working with PSUs to managing establishment administration, I have continuous learning opportunities and a fulfilling career. Whether in the Ministry of Mines or the Ministry of Consumer Affairs, my work has been enriching, and I continue to enjoy my role in the Central Government.
